Digital Soft Power and Cultural Diplomacy in the Age of Algorithms

In an era defined by digital interconnectivity and algorithmic influence, the concepts of soft power and cultural diplomacy are entering a new phase. The Canadian Center for Cultural Diplomacy (CCCD) successfully hosted the international forum “Digital Soft Power and Cultural Diplomacy in the Age of Algorithms” on October 6, 2025, at the Munk School of Global Affairs & Public Policy, University of Toronto.

 

The forum examined how artificial intelligence, social media, and emerging technologies are reshaping international relations and redefining modern diplomacy. The event was moderated by Masoumeh Salami, Software Engineer at CCCD, who opened the session by emphasizing the transformative impact of technology on global communication and diplomatic engagement.

 

Distinguished speakers — Anastasiia Pokhna, Jamileh Hargreaves, Dr. Adrien Houguet, and Omar Abdelhamid — shared diverse insights on the intersections between technology and diplomacy. Discussions explored themes such as digital storytelling, ethical dimensions of algorithmic systems, the geopolitical impact of national digital strategies, and the leadership role of youth and civil society in digital diplomacy.

 

Held in a hybrid and interactive format, the forum provided a platform for participants to exchange ideas, discuss emerging challenges, and analyze the ethical, strategic, and cultural dimensions of digital soft power.
